Why are The Royal Mail introducing PiP?

Royal Mail explain that this is a fairer system because it costs them more to handle and deliver larger, heavier items than standard letters and therefore they will charge accordingly.

How will a FP Mailing franking machines make PiP easier?

One of the benefits of an FP Mailing franking machines is that it will print any value that is selected and therefore using the different pricing in proportion rates will be a very simple, the chances of over or under pricing an item mail will be eliminated.
